Skins in Windows 2001?

As known from sources close to Microsoft, Microsoft wants to build a function in Windows Whistler (code name for Windows 2001) to put a skin over every application, as is already possible with WindowBlinds.

However, Microsoft does not want to permanently integrate this function into Windows in order to be able to remove it again in the event of an error. The biggest disadvantage of WindowBlinds, the poor performance, should not be a problem with the variant integrated in Whistler, since the Microsoft programmers have access to the Whistler source code.
