Burners are getting more expensive

Manufacturers of CD burners will have to pay GEMA 17DM + sales tax for each burner sold. Of this, DM 5 is for audio and DM 12 for film rights.

The reason for this is a lawsuit by the Central Office for Private Transfer Rights (ZpÜ) against Hewlett-Packard, which refused to pay this fee. The ZpÜ argued that CD burners were mainly used for pirated copies, while HP claimed that CD burners could also be used to make data backups. The judge didn't care much about that, so he decided in favor of the ZpÜ and HP is allowed to pay this fee for all burners sold since February 1st, 1998.
